1. In general, you would use numerals for anything below 10, and spell out anything higher. Here is a more specific guide: http://writing-style-guide.papercheck.com/~paperch1/index.php?title=Expressing_Numbers_MLA

2. It might be better to just reword the sentence. Something like, "several sources quote that there was a big improvement..." and then include a footnote.

It's actually the opposite way around... you spell out lower numbers (in the URL you gave, they suggest spelling out anything that can be said in or two words, such as nine, or twenty-one) but using numerals to represent something higher like 101, or 1271.
