Notes: After drawing the characterization for the Italian regions I ended up having ideas for them and drawing LOT of strips about them so... here there's one. It's nowhere near to the APH standards but well, I'm not Himaruya-san...

What inspired this
This, more than talking about Lombardia, talks about my reaction when I've heard there was no Madonnina on the top of Torre Hines-Cesar Pelli A, Milano's new tower and the tallest tower of Italy as of now.
You might not know but previously no building in Milano could be taller than the Madonnina (108,5 m) so all the towers who tried to be higher had to stop short of reaching her in homage to her (there's actually another reason for this; few meters below the surface of Milano there is a water table and due to this in the past it wasn't smart to build too tall buildings in Milano...).
However later the Torre Pirelli (127 m) topped the Madonnina's height but a copy of the Madonnina was placed at his last floor so that the Madonnina would still be in the tallest place and the same was done for the Palazzo Lombardia (161.3 m).
Sadly the tradition wasn't kept for the Torre Hines-Cesar Pelli A (231 m) though the building reaches that height merely thanks to a spire (the roof reaches only 146 m). However, as the spire is a planned architectural element it counts to establish the building height.
So Campania's words don't really count as well as the complain made by the Regione Lombardia... -_-
Going on...
Campania thinks seeing Lombardia crying is a bad omen because in Lombardia showing your pain is considered a bad politic (it's the opposite for Campania at least according to Campania's proverbs).
San Gennaro is Napoli's most beloved saint.
During WW2, in the beginning, when the allies bombed Milano they aimed to the Duomo, the most recognizable landmark of Milano. The Milanesi had to cover the Madonnina with a cloth so as to make harder to see it. No bomb ever hit directly the Duomo, though he suffered some damage anyway.
In the past someone in the net translated 'O mia bella madunina' in Napoletano; Campania's version of the song came from that translation.
Due to some technical problems the art in this strip is pretty poor. The planned dialogues were also cut/changed due to lack of space.
There was a line in which Lombardia pointed out how the Madonnina was a symbol of Milan, not just some retorical stuff and Campania talked about how, although it's true people are forgetting things that were important in the past, there are still some who hold them dear. Then he pointed out how he and Lombardia had sung 'O mia bela Madunina' together the first time it was sung and encouraged him to sing it again, to sing with it his love for her because his love would surely survive.
Last but not least the last two scenes are a late addition.
Lombardia's proverb of the day
Toeghen a chi piang, chi rid dàghen.
Togli a chi piange, dai a chi ride.
Take away from the one who's crying and give more to the one who's laughing.
Campania's proverb of the day
Chi chiagne fott 'a chi ride.
Colui che piange inganna colui che ride.
The one who cries deceives the one who laughs.
Giovanni D'Anzi - Per Amor del Ciel
Another song about the Madonnina... though this one was written when the Duomo was in a bad shape and the Madonnina risked to fall down from it so the songs says: 'for the love of heaven don't fall down beautiful Madonnina'.
