If you want miracles, go hire a priest. I've been working non-stop for days now so you peaceniks can have guns. If you have any SOLDIERs lying around, I need to do some brain-picking of someone who knows more about materia fusion than "durrrr materia makes pretty shinies." Seriously, Reeve, volunteers only get you so far.
I need Added Effect/Status Strike and Elemental [Strike] materia. And I need a scientist who understands the basics of materia manipulation and won't wet their pants and babble on about "the evils of ShinRa" every time I mention Jenova cells. I’m not a religious man, Scarlet.
A lot of other people are also working non-stop upon the ongoing realities being faced by all people in Gaia. This is not about an idealistic vision of peace; it’s about surviving, adapting and moreover striving for progress. For which purpose defensive capabilities - to whatever level is necessary - are required.
And I stand corrected. Evidently you are not at all distracted… Your dazzling ability for metaphor aside, I assure you I listen to you when it is warranted.
Sci-Div are fully equipped to deal with enquiries regarding materia fusion, and, unfortunately, no ex-SOLDIERs volunteer for the WRO.
You shall have the materia shortly and scientists are already at your disposal. Also, you perhaps should read the archives that are readily available to you about events that occurred over the last 5 years or so... being dead must play havoc with having your finger on the pulse. Semi-literally speaking.

So explain to me this: did you pick the "necessary level" out of a hat, or out of your ass? Because as I recall, you currently have a problem with people coming back from the dead, which means you could very possibly face Deepground again. Since your army sucks like a deep tissue puncture wound (and there, enjoy my dazzling similes, too) it might help to at least give the idiots superior firepower. Remember: I made Deepground's equipment. You didn't see all of it. You didn't even see the best of it. You definitely don't want to*.
So you do have SOLDIERs squirrelled away somewhere. Though maybe if you complemented your forces with those not volunteering SOLDIERs, you would have a better shot at not losing thousands of lives. But hey, it's just a suggestion. Feel free to ignore it**.
