So explain to me this: did you pick the "necessary level" out of a hat, or out of your ass? Because as I recall, you currently have a problem with people coming back from the dead, which means you could very possibly face Deepground again. Since your army sucks like a deep tissue puncture wound (and there, enjoy my dazzling similes, too) it might help to at least give the idiots superior firepower. Remember: I made Deepground's equipment. You didn't see all of it. You didn't even see the best of it. You definitely don't want to*.
So you do have SOLDIERs squirrelled away somewhere. Though maybe if you complemented your forces with those not volunteering SOLDIERs, you would have a better shot at not losing thousands of lives. But hey, it's just a suggestion. Feel free to ignore it**.
Sweet of you to be concerned with my education, but the complaint was about the fortitude of the people I have to work with. Their job is to think about these things, and I'm afraid it quite defeats the purpose when thinking about it freaks them out. I sent one asshole off on an important errand, and when he never came back I went and found him huddled under his desk writing his will and muttering, and I quote, "Jenova's gonna eat me." You can see how this might be a problem.
