Arthur liked Ludwig. He was easy to get on with, when one wasn't at war with him. He didn't mess about, provided good conversation, and was generally an alright bloke. They'd been friends for centuries.

That being said, this was Germany from the war time. Old paranoia sprung up in odd ways.

The knock on the door made Arthur straighten his jumper before he opened it. Got to be presentable. "Evening, Ludwig." he greeted cordially.

"All Feliciano really needs to be happy is a kitchen." Arthur intoned, shuffling through the papers he'd been handed. Organised as usual, Germany. He stumbled across a bulletpoint which made him pause a moment. All powers were removed. This explained the absence of the fae, which usually followed him around non-stop, but caused his large eyebrows to crease into a frown. No magic to get out of here, then.

"It's fine, really." He was going to add 'I've had worse news', but that's when he stumbled upon the previous experiments list. The corner of his mouth twitched down, and he closed the book. "I'm stunned nobody has discovered this place yet, especially with us here."

Well, and pasta, gelato machines in tanks, pretty girls to ogle, a bed for siesta, good wine, surrender flags... ja... Ludwig thought, but kept that to himself. One didn't like to seem offensive about one's best friend and ally, after all.... he simply nodded agreement and watched the parade of emotions crossing Arthur's face as he skimmed through the information.

"You know... I've thought about that myself rather often," he agreed when England mentioned the oddity of no one knowing about the Facility. "I mean... surely someone would have noticed our absence? I'd never considered whether our children and borders could continue without us there. The ramifications are unpleasant, to say the least! And how does one operate such a place as this, stealing people without anyone apparently realizing, maintaining a facility this big, controlling some extremely powerful people? It seems fantastical!"
