80s or 90s movies about the homeless

First movie I have a scene in my mind where a Jesus type character is earnerstly trying to do good but these cynical media type people spin his deeds into a fashionable hobo chic movement - they make people in rags into a look. The Jesus type character cannot believe his eyes.

Second movie is more 80s I think - a white bag lady pushing a trolley full of trash, talking to herself befriends a young man and I want to say the young man is African American. They go through ups and downs and in the end I think she finds some sort of accommodation and he enlists.
