They are counted once on the evening of the election, and once more the day after. Both countings are open to the public. There's hope that a new law putting saner requirements on electronic voting machines in the US could make it through, given that it has a whopping 219 co-sponsors. A much-needed glimpse of sanity in an otherwise pretty d*mn insane political system.

In case your voting place has electronic voting machines (esp. Diebold), consider voting via absentee ballot. That bypasses the entire electronic voting black hole and gives your vote a much better chance of getting tallied correctly.
