Final resort options are using just the psychics and those that can receive radio signals.
Someone might eventually have to get to the Admiral's cabin. Hopefully they won't get fucking kicked from the ship like a dozen other people. [And there, he's said that in case he ends up getting kicked.]

The lab, the engine room, the infirmary, and the food stores are the places an inmate with a strategy would be most likely to hit to cause chaos. Usually they aren't that organized, however. More common is a lone wolf carrying out senseless murder in the stairwells.
