As for exploitable situations, anyone with access to the engine room could in theory potentially shut the Barge down, but Trip and Tosh are pretty vigilant and the door's usually secure against people who would want in. The lab's another area someone might want access to, the wardens working there would hopefully be able to monitor it to make sure no one's getting into it that shouldn't. Otherwise, we don't exactly have weapons caches just lying around for people to get access to.
I'm sure someone would be able to use the chaos to make things more difficult for someone they don't like and blame whatever they were doing on the phenomena, but otherwise, I think one of our biggest concerns is really just making sure people stay as calm as possible while keeping track of exactly what's going on, so we can prepare for whatever the breaking point is going to be.

Barron Sharpe has, in the past, taken advantage of situations, but to the best of my knowledge, Prefect has been good about keeping an eye on him since we encountered the alternate Barge. Crane might react badly to whatever's going on, but he's usually more talk than actual action.
Mark Hoffman is extremely unstable and unpredictable when put through stressful situations. Honestly, he'd be one of the ones I'd be most concerned about having a breakdown, but that might just be me and my paranoia talking. Amanda Young is also extremely dangerous, but she's generally quiet unless provoked.
Rex Lewis might take advantage of the lab or the engine room, but again, I'd like to think Capa, Tosh and Trip would keep an eye on him knowing that. His sister Ana might help him if it benefits her.
Wanda Maximoff has been sort of hovering on some kind of outburst, from what I've seen, and if pushed too hard could be a potential threat. Moriarty and O'Brien might try to just exacerbate the situation and piss people off more, especially Moriarty. He's one of those watch the world burn types.
Rachel Berenson and David Harris have both been proven to be a little unstable, although I'd bet more money on Rachel losing it than David. He's been doing pretty well recently, and I think he trusts at least Tim enough to want to help out if he asked.
Arthas has also been known to be extremely dangerous in the past, but hasn't done much by himself recently. He's still always someone to keep an eye out for.
... As for wardens, Edward Nygma has been known to exploit situations to his own advantage, as well as Narvin. And you obviously don't need me to include the T-X.

I'm assuming for most of these people you mean a violent sort of dangerous, individual, one-on-one incursions? Beyond the people who'd like to fuck with the lab.

From my understanding, he used to be a pretty decent guy who kind of lost it. His powers are extremely dangerous when he has them back fully. I'm pretty sure he has some limitation at the moment, but he's still a dangerous combatant and my best recommendation would be to not engage with him unless you know you can take him. I've never fought him myself, but he gave David similar powers a few months ago, and it was kind of a mess. He's undead, a little less than a year ago, he went on a rampage that injured several people, and he had a feud with Nygma that I'm not entirely sure is over.

He's not a bad kid, per say. He's just extremely misguided, and incredibly violent if you back him into a corner.
