Cassia Tree Help

I gave my mom a small Cassia Surattenis two years ago for her birthday (November) I did purchase a smaller than desired plant (5 gallon) as they were hard to find that year. Since planting it two years ago it has bloomed with its amaizing yellow flowers in fall and summer but it has not grown. It is supposed to grow to 12-15 feet and it is supposed to grow quickly yet it is the same height and thinness it was when purchased and planted.

When planting it I prepared my mom's sandy soil with potting soil and manure and then topped it with mulch. I have had my stepfather put down fertilizing spikes every two months since and keep it on a water schedule but no growth.

I am going to visit the family to do some yard work and I want to give some love to the Cassia tree in the hopes it will get some growth this year. Any ideas?
