Problem is, if you're falling asleep too, the way to fix it is going to be really hard on you. But here goes...
Loki starts licking.
Stop him.
Look directly into his eyes and say "no" in a low and disappointed tone of voice.
Put Loki on the floor.
Ignore him for two full minutes -- no matter WHAT he does to get your attention.
Repeat as necessary.
