This is why I go with the theory that I need to know where the story ends before I can start writing it. It helps me understand things like how the characters get out of trouble, so I can more effectively seed the clues in during the first draft, instead of trying to find homes for them later.
I would think that in general writers plan both predicament and solution before writing either... but in the odd case where they write a character into a dead-end, I'd say they probably go BACK and write the solution into an earlier part, modifying or adding something in order to make the future predicament work out.
