Someone needs to explain this to me more rationally

California, you have some crazy rules.  My new puzzler involves buying a 6-pack of beer at the grocery store, as I did the other day.  I said to the cashier, "I'll just carry the milk and the beer", meaning please don't give me more plastic bags (oi, I have enough of these).  The cashier then said, "But I have to bag your beer", to which I asked

It makes absolutely no sense to me. Maybe if I can prove that I'm putting it in my trunk, I can skip the bag? I even had a canvas tote bag with me for the other groceries, to prove my not-wanting-bag-ness.
