Floods are periods when the entire Barge becomes affected by some kind of outside force changing some aspect of how people behave. They happen once or twice a month, and people don't always use them to get away with drastically over-sharing.

I don't know if they're actually caused by something outside getting in, or if the Admiral just likes sticking to his nautical theme.
