Not all of us are. I know of at least a few students, myself included, whose only known power is healing, flight, or something along those lines. We're not directly dangerous, at least.
Many of us can't defend ourselves, at least not yet, and not all of us can be together all of the time - but I think I get what you're saying. It'll be good if we stick together.
If your power is healing, should you not be on a list so that you may help people? I thought many people could heal, though they work very hard to learn it, and must register also.
They wish to keep a list of who we are, so that if we damage something that is not ours or hurt somebody, we might be held accountable. I think it is a fine idea.
Oh. But regular people hurt other people too, do we also keep a list of them? My father hurt a lot of people he didn't like and I don't think anybody keeps a list of him.
Laurence had to write a great deal when we first arrived, for the census, but I do not think that is the same. You are all registered as humans whilst I am not allowed.
It kinda is, because all the people who want to keep a list are the kind of people who think mutants shouldn't be allowed to get jobs or live in the same neighborhoods as regular people.
The idea is to keep a list of mutants in case our powers ever go out of whack or we use them and people get hurt in the process, so we'd be held accountable. Sounds all nice in theory, right?

Whether they know it or not, asking us to register is putting us on their level. It tells people we're a continued threat so long as we exist. That we're something to be hated and feared when most of us just want to get on with our lives.

It pretty much boils down to fear, I think. And if they keep a list of us, some think it would make things easier for those who want to hunt us down.
