Yup, there's a girl in blogland for whom gluten was causing fits and they have advised her that going off gluten and not getting a positive coeliac result but stopping the fitting was more important than getting the coeliac test done. She can't get the tax breaks and is a little annoyed at it all.
as ceindreadh said, unless the stomach bits that respond to wheat are showing the result of wheat you can't be diagnosed as coeliac and without a diagnosis you can't get the tax breaks - in Ireland you get rebates for the fact that a lot of coeliac foods are more expensive.
For your health I would say give up the gluten for now, at least until you get the date for your appointment.
BTW, you can claim tax relief on the costs incurred on products manufactured specifically for coeliacs where this expenditure is incurred on the advice of a medical practitioner. Which I suppose is another reason to get the specialist tests rather than just continuing with the gluten free diet.
That's part of the reason for wanting tests and knowing I'm hoping that this is all that is wrong but until I get some confirmation it's hard to feel like I've fixed it.
