Icelandic horses like fish, I'm told by a friend who has them. So do some of the old Norwegian races. The reason for this may be the harsh winters and lack of fodder, but also they may just like the taste. ;)
Mad cow disease was mostly an epidemic because the cow raisers would use ground up dead cow parts from cows who had previously passed(some of mad cow disease) as feed for their current stock of cow. So, I'm not surprised if a cow would eat meat anymore.... Horses are just evil so that's not surprising.
It was the brain and the rest of the CNS, specifically. Prions are concentrated there and cause all sorts of things.
Herbivores occasionally going carnivorous isn't unheard of, either. They do it when they're low on certain nutrients and minerals. This is my favorite story regarding that. (Oh hey, wonderwanders kind of mentions that below, but here's the link!)
