Mats are definitely not bound. I bought them on an alt who happened to be leveling in Uldum, mailed them to my main who had all the other mats, and then mailed them to a guildie to make the Vial for my husband as a present.

Raygg is my guildmate, and made my vial for me. (I'm on WRA-A)

And as others have said, the mats are not BoP.

Edit: Ray has a lot of alts, I don't remember exactly which one is his alchemist. If needed, I can ask him.
