But a few things On the second watching I realized, Batman didn't chose Harvey, the Joker did. He gave Batman the addresses backwards.
Secondly, You mentioned the movie is about morality, and i think the boat scene is a perfect example of this. One the one hand the Criminals, didn't budge. They didn't try to force their way to the remote till nearly the end, when one of them threw it out the window. Meanwhile the boat full of "civilized" people, all they could talk about was blowing up the other boat.
My feeling about the Joker stems from the fact that, Heath Ledger's joker is the first o actually scare me. The first to feel like a threat, like if he were real, i'd fear for my life. Is he the most accurate? I don't know. We all know that the character can change depending on the writer, in both comic book, and movie/cartoon worlds. I would call Ledger's the "best" because, as I said before, he was the on that immersed me into his world the most.

I TOLD Fen that the Joker gave him the addresses reversed!!!
As for the boats... I was actually a little sad to see that nobody got blown up because... Well... I've GOT to know who had which transmitter?!? Sure, the joker SAID that they each had the other's detonators, but it's the Joker... And the ultimate punch-line, in that case... would have been for a boat of people to blow themselves up, in an effort to save themselves!
