I did think it could be The Abyss, as I remember my parents watching that on TV when I was quite small, but I couldn't find any mention of a scene like that. Hmmm - I bet that's it!
That's a good guess, it certainly fits my description, but I don't think it's the scene I am picturing - I don't recall people screaming when the body appeared. I suspect it's The Abyss I am thinking of... now if I can only find a clip of that scene...!
I agree on "The Abyss". I also seem to remember something like that in "The Deep" with Nick Nolte (1977) and also in a lab scene in one of the early "Resident Evil" movies (that was a woman though and she wasn't entirely dead, but the unpleasant shock part fits well enough).

Could it have been Sphere? It was a movie based on Michael Crichton's novel, and it took place underwater. I am fairly certain there was a floating body at some point.
Airport 77? There definitely a scene where a guy who is part of a rescue attempt is swept out of the plane (which has crashed and is under water) and it goes right by the window his wife is sitting near.
