I dont know who made it, but it sounds like its referencing the webcomic Sinfest. (The devil often dresses up as a hunter in the strip and hunts 2 angels in the strip).

Have you tried tineye to see where else the icon appears online? you might be able to track the original source of the icon that way. :)

I checked it on Tineye and the only links it can find are for writing_racoon's LJ so you could try asking them who made it.
