The first one sounds like the Good Idea/Bad Idea shorts that were on "Animaniacs"

Sure. They were very possibly a parody of something else, somewhere there might be a resource that would tell you that.

I've another suggestion for the first one - Tex Avery was a prolific guy who did lots of those little short animations back in the day. You might have a look of some of his stuff that is floating around on YouTube. His shorts would frequently pop up after the more modern cartoons like Animaniacs, The Tick and such.
