Short story - reading, poverty, the bank?

The last post reminded me of a short piece I read in a literature book in elementary school, around 1997. It was about a kid living in a poor, predominantly African-American neighborhood. I also remember reading this in elementary school. But I don't know the name. Now it's driving me crazy.
