This is incredibly vague, but it's been stuck in my head all morning. It's most likely from a movie, and potentially an animated one. Yup, it's from Howl's. And sadly this is the only thing I remember, it just popped into my head unannounced so I don't even have a vague clue of anything else.

Hmmm Can you give me any more details on this? Was this a kids movie? Did it seem recent, or 80s or something older?

Where did you hear it? On tv? DVD? Internet?

Nothing comes to mind, but if you can give me more details maybe some things will click.

It might be from Father of the Bride, with Steve Martin. I recall the character Frank the wedding planner having that sort of accent.
