problem is, if his account was created before FB changed their way of doing things, they may not care. used to be that the parent filled out some sort of form authorizing their minor child having an account...i think it even sent the parent weekly updates in their email or somesuch to "help" enforce the monitoring of said minor. now they demand a parent register their credit card to prove that the adult is in charge of the account...supposedly no charge will be made but it's supposed to ping the card to prove it exists and belongs to an adult.

Both my older children have an LJ, but it was start after they turned 13, as per COPPA and TOS here states. My sister-in-law, I swear is clueless
EDIT: I just joined one of FB's security comms and asked them that if there's a report on a child under 13 do they forward the complaint's name. I just don't need the hassle from my sister-in-law I have enough to deal with, but something should be said.
