I think you refer to your mom as "the late first name last name" and that indicates that she is deceased. I think it's a nice idea.

I agree. Maybe add "They would have celebrated their XX wedding anniversary today."

This is a really nice way to do it. Maybe something like, "We are proud to share our wedding date with [bride's parents]. They would have celebrated their XX anniversary today." Maybe follow that with "In loving memory of [bride's mom], 19XX-2004"

I would be careful not to offend your Dad's current girlfriend with the wording. Maybe put a caption under the picture saying "Married June 19, 1976" and then under it put "In loving Memory of [Bride's Mom], 19XX-2004". Otherwise I'm afraid that counting your parent's wedding annoversary's when your mother was deceased might appear to be a slight to your father's girlfriend.

My mom passed away 12 years ago and my dad has a girlfriend too (she is like a stepmom to me) and I am listing them all in the program as (these are fake last names):

The Bride's Parents:
Mr. Michael Smith and Ms. Shauna Jones
The Late Lynda Smith

Not sure that helps with your question about the anniversary though... That's a tricky one. Personally I wouldn't list it but that's just me.
