Static generally isn't a good thing, no. Perhaps she has a fake voice, and it was starting to malfunction?

But that's not all... this is the first time I've ever seen something like this on the TV. It's always the radio or whatever.

Which begs the question; Who was filming? How did they evade notice?

I tend to find that neutrality gets you horribly murdered. Or gets others horribly murdered.
