I've been thinking of crashing the Devolution, Privatization and the New Public Management lectures (it's in Sibley right after my Economic Development class on Wednesdays, and Fridays are tweakable). Do you think the prof would mind another stray econ/policy geek?

That class is a little smaller and more discussion-oriented, but I think you should come with me this Friday to class, and then maybe talk to the prof after the class about the possibility of you sittin in. Yay, I'll have a classmate I know!!!
