Is it still possible to see on Lt. roads automobiles with old "soviet" registration numbers (white on black / black on white)?

No, they are outdated and can't be used.

But special registration numbers are issued to the tractors and "other self moving agricultural machines" :))) And those numbers are very similar to the old soviet style numbers :)

Great. Exeptionaly decent renovation as for me. I wish constructions in Belarus were renovated in such a manner. But tell me please who pays for renovation in Lithuania? Is it just residents who have to pay or municipality also takes part in financing?

Some projects I like but some not so much :))

There are two possibilities to get financing: first is 50/50 (50 percent pays residents, 50 percent pays budget). But it is more difficult to get financing from this foundation.
Another way: 15 percent pays state, 85 percent pays residents. In this case residents could have a special loan: percents for the loan will be paid by the state but residents should pay percent-free loan fees in time without delays.
