No, not at this point in time. There are a couple of very logical explanations though: 1) They were sick and had to have their heads shaved and it's just now growing in - the picture might have been taken because they recovered or 2) they chopped their hair to sell it.
In Little Women, Jo chops her hair off to get enough money to send her Mom to tend to tend to her father. Although I normally don't use fiction to show a point, Little Women is pretty accurate in that regard - women would sell their hair. Since photography wasn't cheap, I wouldn't be surprised if they actually sold their hair to get enough money to take a picture.
Kerosene was used to cure head lice during the Victorian age. You can read more about it here from a book in 1884. As it is says in the book - you don't need to cut the hair to save the head from head lice.
