I don't know if God qualifies as a Biblical Villain, but as far as characters go, yeah, God is the role for you. A dick indeed. Total asshole to Abraham too, not to mention Adam and Eve. He fucked them over good.

If God is all powerful then God must be responsible for all evil and as such is the biggest villain in the bible which is the problem with the Judaic God.
