With the possible exception of Salem, Massachusetts, where the celebrations begin on October 1st sharp, I don't think any city celebrates Halloween as hugely as New York.
They do the same thing a week or two before Halloween on Grand Ave. in St. Paul. It's held during the day most likely to draw kids' parents into the establishments. They've also held trick or treating on Halloween night at the Mall of America. I don't know if they're still doing that though...
