It seems this city is either calm or filled with death. There doesn't seem to be a mediator between the two...
When the water is calm, people wish for waves, but when waves come, people wish for calm.
I suppose in such a place where there is little to distract oneself with (aside from monsters), people can only complain.

A fisherman knows that the fish frolic in the rain, and that is the best time to catch them. ♥
