It's one of the two expelled 96th students, the one who kept a blog posting indecent pictures of herself and her classmates (she's not the girl who was bullied). She was in the 98th Bunkasai this year, so it's highly likely that she's joining the 98ths's Hatsubutai.
Basically, a girl who was expelled and was never supposed to come back is supposedly allowed re-entrance into the Revue. *SCREAMS*
