I have seen photographs of both my grandmothers with the same haircut. I wonder if some ladies publication put out something on how to cut your child's hair (maybe the Goody's Ladies?).

And my maternal grandmother as well (both grandmothers were born in 1913.) It certainly seems to be the standard WWI to 1920's look for children; it would definitely be interesting to find the original source. Perhaps it was a silent film child star who started the craze.
