As for the phone... eh, I honestly have no clue. When I had to dial from LA to Mexico, I didn't do anything different. Just from the 55-start and let the phone do the conversion itself. Maybe you should call your local phone provider. ^^;;

I was delighted. I always liked Joe Biden in both TV interviews and during the Presidential debates. Am very happy.
