whatever dude, its not the issue of whether or not the beggar has a right to ask you for anything, its an issue that the government has no right to stop them from doing so. and no, you dont have a right to be in public and not be 'harassed'. because panhandling isnt harassing, harassing has to be repetitive.

Secondly, I'm not saying that the law is correct. I'm only saying that their argument against it is flawed.
And the government does have every right to regulate this because it occures in public. On government owned sidewalks and streets. Therefore the government has every right to say they can no longer panhandle.
