I don't think so, as the core Frederiksen's statement boils down to "consenting adults" vs. "not a consenting adult". Replace "interested in the furry culture" with "interested in {golden showers | cakefarts | insert fetish here}" and Frederiksen is still making essentially the same statement.

What about the panda he was supposed to role-play? Was the panda going to be an underage imaginary panda or an adult imaginary panda? Are minor furries more acceptable than minor humans? Or is a teenager panda considered at the age of consent because it's sexually mature? There are a lot of questions and I don't think the Pennsylvania court system is going to resolve them to everybody's satisfaction.
