H RES 861: the United States will (never) prevail in the Global War on Terror

Last week the US Congress voted to Declare that the United States will prevail in the Global War on Terror, the struggle to protect freedom from the terrorist adversary.

Well they could have come out from behind the rhetoric and said we were going to fight the Iranian Flying Saucers in a more open way than they did, but if they did that, then the iranian flying saucers would know that we are going to fight them....

Of course, what I neglected to add is that, in the final version, if Peter does not apologise then he cannot have made a mistake. This also applies to strengthen the perceived innocence of people who don't apologise when somebody else does who is already enmeshed in the situation.
