[Narvin was going to post a private message to the Doctor (Seven) about Rassilon. What comes out is neither private, nor specifically about Rassilon.]

The irony is, I don't even like most Time Lords.

[Narvin has backread the musical flood. The possibility of he and Kay suddenly serenading the ship with a rendition of "My Love is as Strong As a Black Hole and I'm Pulling You Over the Event Horizon" (or whatever that dreck was called) is a very real fear.]

Maybe we could rig a remote emergency shut-off switch for the communicators.

Oh, she's everything but, Coordinator! And you should know that. It was during her presidency that Gallifrey's decline began! Even ignoring what I have been told about Pandora -- though why she wouldn't resign after gaining knowledge of her! -- to let alien students attend the Academy! While a known terrorist group was out for gallifreyan blood, no less!

And even ignoring her sheer incompetence, she never understood where her duties lay.

I agree, Lord President, her policies caused an unacceptable security risk. She was my commander-in-chief during the civil war, however, and she seized victory despite bad odds. I'm sure you understand how war can create strange bonds.

You're protecting your society. Your protecting the institution of it. You're protecting the abstract concept of it. The individuals, and whether you like them or not, is less important.
