Actually, the papacy was at Avignon for about 80 years in 14thc, known as 'the Babylonian Captivity'. They went there because Rome was so dangerous. At the end of that time, they somehow managed to elect a Pope at Rome, and one at Avignon, and then a third to try to reach some sort of a compromise ... all a big mess.
But of course, on the Pont d'Avignon, on y danse, on y danse... A very proper thing to do.
