Drafted by Captain James Tiberius Kirk of the Federation Starship Enterprise

PART I: PURPOSE

-Considering the vast array of backgrounds Area 42’s inmates have been drawn from, and the unique problems the situation presents, we must realize that it is both outside our right and ability to establish a full legal system here. ( Read more... )

Superbly written, Captain. Couldn't have done better myself.

Regarding the notes:

1) UNIT stands for United Nations Intelligence Taskforce.

2) See (1). Alternatively it is my "command".

3) Unfortunate, but we made do back home on Earth.

4) Fully supported.

5) I would request that our standard security wear semi-standardized uniforms to prevent friendly fire incidents.

6) Fully supported.

Regarding number 1: In that case, a name change is definitely in order. The United Nations doesn't even exist where Admiral Adama and myself come from, and I'm fairly certain it has no jurisdiction over Area 42. We can't very well call ourselves agents of an 20th-century Earth institution when many of us aren't from 20th-century Earth, now can we?

I definitely agree with you on the rest... If we can't find the proper expertise, we'll just have to make do.

An excellent start, Captain. You'll have my full support.

I agree that setting up a full legal system is both unworkable and unnecessary. In those instances where legal precedents are needed, however, I recommend we base them whenever possible on the laws of the land in which we find ourselves. If we're looking to avoid the attention of those who control the base, we'd do well to avoid running roughshod over their preferred way of doing things ... as much as is workable, at any rate.

Frak, I can't believe I'm talking like a lawyer ...We'll also at some point need to consider the question of who watches the watchmen. Obviously, even with the best of intentions and execution, we won't be able to please everyone all the time, or even most of the time. And when things get desperate, with lives on the line ... let's just say I'm acutely aware of how quickly civil liberties can go by the wayside when fear takes over. I've read the reports of the rift that was opened to what was this base's future, and the "boxing" procedure that was ( ... )

Admiral Adama, if I ever, ever start to change my mind about the boxing procedure, you have... my permission and my encouragement to shoot me in the head.

I think with the team we have in charge, we can proceed with... reasonable confidence that we won't start abusing our powers, just as long as we remember our ultimate responsibility to the community.

Regarding the legal area... I believe your ideas are correct. The more we can base our system off that used here, the better.

...

It's good to be working with you on this, Admiral.

Looks good to me, Captain.

Sadly, I don't have any recommendations for members right now. I'll keep pestering the guys upstairs to get Carter, though; she'd be the best choice for science officer.

... I guess McKay would suffice if he turned up.
