PART I: PURPOSE

-Considering the vast array of backgrounds Area 42’s inmates have been drawn from, and the unique problems the situation presents, we must realize that it is both outside our right and ability to establish a full legal system here. To put it another way, the prosecution of tax fraud has no place in a reality with dozens of different tax laws, and no priority in a place which comes under regular siege by extraordinary and vicious threats. Therefore, we must and should content ourselves with enforcing the most basic and universal precept of the law: the prevention of violence.

-Accordingly, the primary purpose of UNIT will be to maintain the peace of the base and to preserve the safety of all its inhabitants.

-Note that this is not the sole purpose of UNIT; other community functions such as aiding in reconstruction after disasters or searching for potential escape routes will also be performed. But UNIT’s focus must always remain first and foremost the suppression of violence and conflict and the safeguarding of the public good.

PART II: ORGANIZATION
-Since he has been appointed overseer of the base by our unseen captors, UNIT will be ultimately answerable to General O’Neill. However, the direct command of the UNIT will consist of a triumvirate between myself, Brigadier Lethbridge-Stewart, and Admiral Adama. Since UNIT is his… unit, [2] I think it only fair that the Brigadier have some form of seniority over the other two, possibly in the form of being UNIT’s official commander.
 -General O’Neill has agreed to support this move and will be providing us with all necessary resources, but has asked that this initiative be kept secret from the powers behind the base. I’m sure we can all see the wisdom of this. Therefore, for all official purposes UNIT is not a paramilitary police force but an informal club… Area 42’s Neighborhood Watch, let’s say. All paperwork will be filled out accordingly. Considering the reliance of this place’s organization on paperwork, I don’t think we’ll have any problems getting them to believe it.

-In addition to UNIT personnel recruited from the inmate population, such as Colonel Antilles’ pilots, Admiral Adama’s officers, Captain Sulu, and Mr. Teal’c, individuals will be recruited from base personnel to swell our numbers. Given the average morale of these people- their casualties have been murderous- I doubt we'll have much trouble finding loyal and enthusiastic candidates.

-UNIT equipment, training and leadership must be top-notch, to deal with the wide variety of situations it will likely have to confront. They should be able to deal with everything from a shootout to demonic possession. If possible, I would recommend finding a way to reproduce some of the more potent weaponry on base, such as Starfleet phasers or a ‘blaster’, so our people don’t have to make do with standard firearms. [3]

-Where necessary, consultants may be contracted to give our people specialized training, such as in supernatural matters or time paradoxes. [4]

-All UNIT personnel shall clearly identify themselves as such through some sort of badge or patch, however in respect to the diverse nature of the organization, there will be no standard clothing. [5]

-Since they are already an integrated military unit with commando experience, Colonel Antilles’ pilots will serve as our special response team, for use in exceptional and dangerous situations.

-To prevent such situations from arising, I recommend recruiting at least one Jedi to serve as negotiator and peacemaker.

-UNIT must have a close and trusting relationship with the community at large. As such, the strictest screening must be applied to candidates to avoid admitting potentially harmful influences into the organization.

-UNIT central command will be located in the resistance base which was used during the trouble after the party.

PART III: METHODS

-UNIT shall always regard the use of lethal force against sentient beings as a last resort.

-UNIT shall not use or condone any cruelty or torture. All interrogation methods will be discussed among UNIT commanders and used with the greatest restraint.

-Crimes and incidents will be dealt with on a case-by-case basis, with the appropriate response to be determined after the perpetrator’s capture through a hearing. Considering the already-mentioned vastness of legal backgrounds applying to people here, the system for these hearings will also be case-by-case, to be worked out as swiftly and fairly as possible between UNIT and the suspect’s representation. -Whenever possible, UNIT will use rehabilitation and treatment rather than incarceration. Although the base brig will be upgraded for the holding of exceptionally dangerous inmates, we must expect it to be neither large nor strong enough to be a permanent solution. UNIT will keep Dr. Quinzel on retainer to aid in this purpose.

PART IV: CONCLUSION

-UNIT will remain completely and utterly dedicated to preserving the safety and wellbeing of Area 42’s inhabitants, and working towards the day when it is no longer needed and we can all go home.

[2] This part will probably need to be re-worded. Dammit, I’m no good at paperwork!

[3] Regrettably, we will need a technical expert for this and none seems available at the moment. No one has heard from Mr. Stark in some time, my Science Officer has been missing for months, and the other scientists on base are various degrees of completely insane. I’m open to suggestions.

[4] Believe me, if Starfleet Academy had given more training about time paradoxes, I would be a much happier man today.

[5] I’m not losing my uniform. This is not negotiable, people.

[6] Yes, I am fully aware of how many ways this could go wrong. Legal matters aren’t exactly my- well, let’s just say this part will probably need to be revisited.
