Here in the UK pressure is being put on ISPs to throttle P2P users' bandwidth or, even worse, to addopt a three strikes and you're out policy to 'offenders'. I believe it's even worse in other European countries such as France.

Cats and bags, as it were. The legal destruction of TPB would be followed by several weeks of less that stellar availability of torrents... followed by their successor replacing them, and the cycle starting over again.
Good thing too... American Idol keeps running long and fucking up Fringe... and I'm not going to miss fringe because Kara talks too much.
Now... as for local governments and ISPs... eh... anything can happen... Technology to override blocks will always be developed at a rate equivalent to the technology for the blocks.
