It had been pretty much by chance that Hijikata happened to be at the deck right now. It was an okay day, Chi and Lucied were off doing their own thing and things were... generally alright, for a rather broad definition of alright. At least it was better than how it used be those few days ago, which was something good enough.

He really was on the deck to try and get a smoke, unlit cigarette on his lips that was about to be lit when the man noticed Phoenix heading towards the gangplank. Strange; what was the reporter doing out here? He should know that Solare wasn't the kind of place where people like him could go around without worry.

...or maybe he didn't, which mean that that needed to be corrected now.

Keeping his lighter for the moment, Hijikata moved from where he was at the railings and towards the spiky haired man, calling him out as he did so. "Reporter!"

Phoenix jumped, startled. Why is it that every time he does that, I feel like I've been caught doing something wrong?

But it was just Hijikata. "Morning, Hijikata," he greeted. "You're up early." It was just pleasantry, honestly, but it wasn't like Phoenix had an appointment he had to rush off to. He could chat with Hijikata for a while -- that is, if Hijikata was, by some miracle, in a chatting mood. But in that case, what did the man want?

It could be because he is a policeman in canon.

The boatswain stepped forward - closer to Phoenix, unlit cigarette still dangling from the corner of his lips as he stopped before the reporter and gave the spiky haired man a scrutinizing look for a few long (and maybe tense to the other) moments.

Eventually Hijikata simply tilted his head and regarded the man before him with an impassive look. "...you're going out to the town?"

"I want to get an idea of what happened in the train bombing," Phoenix replied. "There must be some people who saw it."

Going into Solare wasn't illegal, at least last Phoenix checked.
