First up is the FIGHTING TOURNAMENT MATCHUPS! We're very sorry, but all contests will be single matchups. Not only is it simpler to chart, but it should make for quicker fight logs. If you win all three battles, you will advance to the four-person Battle Royale Final, the winner of which will be crowned Hanami Festival Champion. That's bragging rights for seven whole years, folks. Initial matchups are as follows:

IC: The winner is determined by a point system. All matches will be conducted with special weapons that are not only blunted/nonlethal, but magitech designed to register contact with your opponent, rather like fencing foils. Each strike of your weapon that connects with your opponent's body earns you one point. The first combatant to ten points wins.
These weapons come in many different types. Swords of all shapes and sizes, shields, spears, knives, poles, nonfunctional chainsaws, boots, and most importantly, special gloves for hand-to-hand fighters who don't want a weapon. They pulled out all the stops to prepare for this tournament, and chances are, you'll find something that suits your fighting style.
Guns are permissible in the fighting tournament, with the following caveats:
1) Non-lethal bullets are used, such as rubber bullets (it should be noted, though: while rubber bullets are less lethal than regular bullets, they're still painful, and in some cases may still cause serious injury)
2) Only six shots are allowed. This forces the gunman to be more strategic with his shots, use a wider variety of fighting techniques, and makes the show more interesting for the audience.
3) Shots do not count for points. Like with magic, guns may be used, but shots from the gun do not count towards earning points needed for victory in the match. They may be used for strategic purposes, though, and to give the gunman an edge in the fight.
Magic is allowed. However, it is NOT permissible to knock your opponent out with magic. A direct magic attack that results in a KO will earn the attacker an immediate disqualification from the tournament. Magic strikes also will not earn you points.
You may choose your weapons before each match. You may also take multiple weapons within reason, such as two swords or both gloves and shoes. However, you are not allowed to change weapons in the middle of the battle. If you chose the wrong weapon for the fight, tough luck.
However, you can call for help: if you need a weapon, try shouting to the audience. Someone may be willing to toss something for you to use. Do keep two things in mind, though:
1. The audience member will chose what to throw to you. What they throw to you might be just what you needed. Or it could be worthless.
2. NPCs have very good throwing arms. Try not to get hit. Not just because it obviously hurts, but because if it hits you, your opponent gets a point.
OOC: Each match has one week OOC-time to be logged. If the fight isn't resolved IC by then, backlogging is both allowed and encouraged, but by the end of the week a winner must be decided OOCly. After that, the winners of that round will be placed in another matchup the next week, and the same process will be repeated until the final four. Players also have the option of determining a winner OOC without logging it out.

ICly, the people running the contest will pair those of you without partners with a random person. This means that you can either 1) be paired with an NPC or 2) choose someone from the list below. This means that you can work with people your character doesn't know and otherwise wouldn't work with. Please specify in a reply to this post whether you'd like to work with an NPC or someone from the lists below.
