It's totally possible. Install your game and let it generate all the new hoods and stuff. Then add in your Downloads folder. Then go to the Neighbourhoods folder. If the hood you want to add in is one that already exists, like say, a played Strangetown, delete the existing folder (in this case it would be N002) and paste in your played neighbourhood. I hear it's not a good idea to overwrite the existing files, which is why you' need to delete them first.
If, however, it's a custom neighbourhood (N008 or something) then just drop the folder in the neighbourhoods folder. You may need to delete the NeighbourhoodManager.package file, but then next time you run the game, your saved neighbourhood will be there with the new ones. :)
