I was going to make the Doctor say Ilu back, but I thought it would be a bit more... idk, canon? heartbreaking? (lol) if he didn't, I think...

I SUSPECTED THIS WAS COMING THE WHOLE TIME AND YET STILL I FEEL AMBUSHED, AND AM CRYING.
This is a sign that you've done your job well. It breaks my heart to think of all their time, lost. Their last conversation pretty much broke my heart in half.
