In fact, they never existed. I believe it was www.snopes.com that proved the fad never existed and that it was just a perv who gets off looking at girls in skirts.
First of all, they polled the Japanese people. Not one remembers that fad. And you'd think they'd something like that.
Also, look at the butts. How come they're exactly in line with the way the girl is standing?
