First of all, the notion that the "empire or nation-state" is contingent upon cooperation is prima facie ludicrous. Read up on yer Weber for fuck's sake. The state is the entity with a monopoly on the "legitimate" use of force. And don't even get me started on Weber's empirical notion of legitimacy. Hah! Trying to infer psychological states of consent from the physical behavior of acquiescence, lol. Especially when such acquiscence comes from an internal fear of prosecution and the state's use of force? It's funny, normally when someone holds a gun to your head, we would say that the coercion inherent in the act would negate said consent, but when the all magical state does it? Hezbollah is not really the same thing as the Mexican cartels. Hezbollah reflects on the weakness of the Lebanese state, a factor that as the PLO showed is much older than simply Hezbollah alone. One could in fact argue the reason Hezbollah lasted where Arafat has not is that Hezbollah really *does* provide service over simply fleecing people. However comparing Pakistan to Afghanistan and Somalia is itself a wee bit of an overstatement. The Pakistani military provides the stability, such as it is, where Pakistan is concerned.
